WORLD EDUCATIONAL ENVIRONMENT: REVIEW, COMPARISON, DATA ANALYSIS

Abstract

The analysis of the major world statistical data on education confirms the recent trend aimed at the increase in management’s attention all over the world to the issues of education. Therefore, the desire of management of universities and governments to enhance the world attractiveness of higher education institutions requires being aware of the world educational environment, and that confirms the importance of this research. Based on the global database Euromonitor and other statistical sources the author has analyzed the overall expenses on education in the world countries, the share of higher education in the amount of all the exported services, the import share of educational services in the total volume of market transactions, as well as the total expenditure on import of educational services. Globally, according to the forecasts, government and consumer spending on education will continue to grow, particularly in the countries with developing economies. The increasing role of education will continue to provide more and more opportunities to people and companies. The paper studies the situation with the Russian education, outlines the area of the current reforms in higher education, such as: higher education funding, changing its structure and increasing competitiveness of Russian universities. In solving the problem of lack of funding for higher education the author describes the options for the progression of events. The difference between the structures of the Russian higher education and the foreign one is defined by a number of features inherent in Russian secondary school, which are revealed in the paper. The performed study has allowed predicting the following forecast: taking into account the complication of the economic and political situation in the international field, Russian universities should be prepared for the increasing competition for students.

THESAURUS MODELLING OF MODERN LINGUISTICS METALANGUAGE

Abstract

The article deals with the problems connected with the thesaurus lexicography development. The key point is dedicated to modern linguistics metalanguage the basic component of which is linguistic terminology. The given article considers the thesaurus modelling technology of the linguistic terms semantics viewed in foreign and Russian linguistics.

Special attention is paid to the survey of current investigations in the study field found in papers of scholars of the “Theory and Translation practice” Department (Togliatti State University), particularly the thesaurus model of French linguistics metalanguage (Yu.I. Gorbunov) is being analyzed. The current model includes three modules reflecting the basic branches of French linguistics: grammar, phonetics and lexicology.

The results of the thesaurus modelling of French sociolinguistic terminology studied by E.Yu. Sennitskaya are being considered. Her scientific research resulted in French-Russian sociolinguistic thesaurus (ideographic type of dictionary) viewed as a lexicographic model of information-semiotic nature of French sociolinguistic metalanguage.

The significant part of the article is given to the analysis of the results of the English linguistics metalanguage scientific research. In this perspective the scientific works by E.Yu. Gorbunov are of special interest, suggesting the practical use of the thesaurus technology towards the investigation of the semiotic nature of the English morphology and morphosyntax metalanguage.

In her turn Yu.V. Vedernikova refers to the methodology of the thesaurus modelling as well, studying the semantic features of the English cognitive linguistics terminology. Her scientific research resulted in the English cognitive linguistics terminology thesaurus provided with its electronic platform.

The scientific research by I.I. Zhuchkova is of special interest implementing the thesaurus modelling technology towards the English text linguistics terminology. The linguistic model built by I.I. Zhuchkova represents in its system-structured view the basic part of the English text linguistics metalanguage.

As a result of analysis of current English and French linguistic terminology thesaurus models we may conclude that there is a special need to use them as a lingvodidactic tool of linguistic professional competence formation.

REVISITING THE «IMAGE-BUILDING POLITICAL MEDIATEXT» DEFINITION

Abstract

The paper analyses and systematizes theoretical material in the field of media-linguistics and political linguistics, the foundation of which is identification of the key features of the political media-text as the major means of building a political image.

The paper systematizes and specifies such terms as “text”, “media-text”, “supertext”, “political text”, and “image-building text”. Author reviews in detail the functional characteristics of these terms and considers them as the determining basis for the “image-building political media-text”.

The image-building political media-text is a key unit of the political image formation, speaking both as a tool and as a reflection of the image-building process. However, media-text as a means of creating a political image has not been thoroughly researched. In this regard, consideration of functional, linguistic and pragmatic features of the image-building political media-text seems to be particularly interesting and important with regard to different language communities.

Analysis of modern linguistic and pragmatic researches allows the authors to give a detailed and precise definition of the “image-building political media-text” concept. To understand the formation process of a political image it is necessary to review completely its essential features as a supertext with the definite linguistic and pragmatic settings having media, poly-code and targeting characteristics, as well as consider the functions of an image-building political media-text in the social and political environment.

Thus, an image-building political media-text can be determined as a supertext initiated by a political system of one country and functioning in the field of public political communication of the other country. It contains the information on important political issues and is aimed at formation, maintaining and correction of the positive image of a subject. Such text is aimed at potential mass audience and spread through the mass media channels.

THE APPROACH TO THE ASSESSMENT OF LEVEL OF STAFF RESISTANCE TO INTRODUCTION OF NEW STANDARDS ON THE BASIS OF KEYWORDS FREQUENCY ANALYSES

Abstract

Present paper compares four ISO 9001 international standard conceptual models based on the analysis of keywords frequency in the texts of four standard versions (years 1994–2015). This procedure allows finding out the main tendencies of requirements change in quality management systems. Moreover, the estimation of keywords importance in each standard version allows comparing the requirements model recommended by the international standard and the actual model of organization management using correlation coefficient calculation. Calculated correlation coefficient helped to forecast staff resistance level which can occur at the stage of the international standard new requirements introduction. The calculation and demonstration of disagreement between recommended standard and actual management can be used in the process of professional development programme design before implementation of new requirements. While designing the model of organization management the authors asked the enterprise top managers to fill the questionnaire which contained a list of key concepts of the international standard ISO 9001. The managers we offered to estimate the importance of the requirements for the management model in their organization. As a result, the authors found out that the level of resistance to new requirements is 37 % and 42 % correspondingly and the model of their actual management is closer to the requirements of ISO 9001 standard of the year 1994. After having compared the versions of international standard within the period of 1994–2015, the authors noticed that the requirements were shifted from the issues of quality control to the issues of quality management (in the year 2000), and in 2015 the requirements will be shifted from the issues of documentation analysis to the issues of risk management and organization management.

LITERARY APPROACH TO STUDY OF APOSTLE PAUL’S EPISTLE TO THE GALATIANS: HISTORY AND CURRENT STATE

Abstract

This paper discusses peculiarities of attitude to Apostle Paul’s Epistle to the Galatians at different times. Regarding the interpretation of the epistle over the period of its study, the author analyzes some modern interpretations of this source. An attempt is made to reveal the problems of studying the religious text in terms of its artistic value. It is shown how the ancient author solves the problem of achieving a maximum impact of the text on the audience.

To study the critical literature, the researcher uses the method of analysis and synthesis; the main research method is the comparative analysis of the selected literature. In this paper the analysis of materials has involved induction and deduction as the basic methods of scientific thinking, which allow making conclusion on the analyzed critical materials and the original source.

It is possible to put forward the following main results achieved in the course of the research:

– St. Paul’s Epistle to the Galatians certainly has artistic value;

– Literary approach to the study of the Apostle Paul’s Epistle to the Galatians makes it possible to disclose the source contents and show the true attitude to the person of the Apostle Paul as a writer.

Study of the literary features of the Apostle Paul’s Epistle to the Galatians makes it possible to identify the particular influence of the text messages on the audience and appreciate the author’s artistic skills by viewing him as a writer.

Analysis of artistic means used in the text allows taking a look at the development of the world literature as a process of direct interference of public writers and religious leaders.

Based on the fact that St. Paul’s Epistle to the Galatians has artistic value, the author concludes that the religious sources have influenced not only public opinion, but also the development of the artistic expression in general.

GRAMMATICAL INTERFERENCE IN TRANSLATION OF SCIENTIFIC-TECHNICAL TEXTS (BASED ON ABSTRACTS OF SCIENTIFIC PAPERS TRANSLATED FROM RUSSIAN INTO ENGLISH)

Abstract

The paper studies translation errors caused by destructive grammatical interference. The purpose of the scientific work is to find out the causes of destructive grammatical interference in Russian-English translation of abstracts. For this purpose the author applies the approach of comparative analysis in translation. The test material is represented by translated abstracts of scientific-technical papers published in the leading Russian journals. The importance of this study and the topic itself is specified by integration of the Russian scientific community into the system of European knowledge transfer and into the international scientific-informational environment. Quite often the abstracts are translated by the people speaking English whereas they do not have basic education in interpretation or translation and they are not aware of the translation techniques that allow avoiding errors on different linguistic levels. These errors in translated abstracts do not only influence the scientific paper quality but also affect the image of a scientific journal.

The paper proves that the destructive grammatical interference is caused by the difference in the systems of source and target languages. The negative influence of the grammatical interference on the translation quality requires studying the given phenomenon as well as developing translation skills to avoid or minimize it. To achieve that, it is important to point out for the students morphological, syntactic and punctuation differences in language systems at the very start of their specialized training.

COMMUNICATIVE AND INFORMATION COMPETENCE OF CIVIL SERVANTS: CONCEPT, DIAGNOSTICS, AND DEVELOPMENT

Abstract

The paper considers the concept of communicative and information competence of civil servants. The purpose of public service informatization is to streamline its employees’ work through application of information and communicative technologies. The informatization process of public administration makes new demands for improving competence both of experienced civil servants and graduates or applicants for vacant positions in public service. However, practice shows that civil servants almost never have the necessary expertise.

The research paper substantiates the author's definition of information-communicative competence of civil servants. Its structure is represented by four interrelated components: cognitive, operational, motivational-personal, and reflective. It also substantiates the fact that the virtual communication should be an integral part of information-communicative competence of the state civil servant.

The paper presents the results of the author’s sociological study the objective of which was to distinguish the state of information and communicative competence of civil servants in Belgorod region. The research has been conducted by using the method of expert survey and questioning of civil servants of Belgorod region. The results reveal the necessity of their expertise development which means its qualitative improvement. The level of development determines the degree of efficiency of the use of information and communication technologies in the professional activity. The author proposes the following classification of information-communicative competence of civil servants: a basic level, advanced and a professional one.

Sociological diagnostics of information-communicative competence of civil servants involves working out recommendations for the development of the competence. There is an attempt to justify the use of social technologies. The paper describes algorithm of technologization that includes three interconnected phases.

AGE AND PSYCHOLOGICAL ASPECTS OF SEXUAL AND REPRODUCTIVE BEHAVIOR OF THE YOUTH

Abstract

The paper is devoted to the study of age and psychological aspects of sexual and reproductive health of the youth, sexual stereotypes, and reproductive behavior of the youth. In the work the authors analyze modern approaches to understanding of development specifics of the human sexuality in ontogenesis and define the reproductive behavior regulation levels. The paper determines gender and role identity formation at various age stages, considers the influence of a family and other social institutes on formation of gender and sexual behavior models. The authors substantiate the significance of youth and early maturity period as the stage of personal sexual identity development, phase of understanding and practicing personal sexual reactions, and forming relationships with the opposite gender.

The authors prove the essential need of considering the defined criteria of sexual health when studying the issue of providing the optimum conditions for personal sexual identity formation. Therefore we define social, historical and cultural factors of personal sexual identity formation, such as: social stratification, psychophysiological and social personal statuses conflict, and education. We postulate that the social and psychological regulators of reproductive behavior have different levels and analyze the features of sexual and reproductive behavior of the person having out-of-marriage sexual relations.

The paper contains the data of a pilot research aimed at revealing the basic peculiarities of the youth’s awareness about sexual health, marriage, reproductive and parent behavior. The data obtained through questionnaires give the representation of respondents’ awareness about social, psychological and medical (for instance, contraception) aspects of sexual health and reproductive motivation. The information presented in the conclusion of the research can be used within the psychological work in individual, pre-matrimonial and family consultations.

FORMATION OF COLLECTIVE CONSCIOUS AS NECESSARY CONDITION FOR THE SOCIETY EVOLUTIONARY DEVELOPMENT

Abstract

The determining of the correct focus and further direction of humanity life, its evolutionary development are the high-priority tasks in the cognitive process. First of all, the direction of humanity development depends on the state of people consciousness on the Earth. Therefore, the authors analyze the aspects of the collective conscious formation basing on the consideration of the human consciousness evolutionary process and the social processes in the society; it became the purpose of the study.

Basing on the AGOLM model, the authors carried out the analysis of the stages of the conscious evolutionary variability with the emphasis on its collective nature, as well as their respective state of social processes through the ages. The paper presents the development of the human conscious through the four stages – from the collective unconscious to the collective conscious which is necessary for the evolution today.

The study showed that the discursive thinking is the forming factor for the creation of the collective conscious under the conditions of the certain degree of development of spiritual and moral potential of a person. The authors revealed that the necessity of formation of creative (small) groups with the collective thinking that are able to solve global problems facing the humanity within its development is the distinguishing feature of the society present state, which corresponds to the fourth step of the evolutionary cone.

Global mental reserves are collected at high school today. Therefore, the further research will be focused on determining the factors allowing improvement of the personal qualities of a future high school graduate, which will provide the basis for the formation of the collective conscious.

PRAGMATIC ORIENTATION OF UTTERANCES WITH MODAL PARTICLES AND THEIR ROLE IN STRUCTURING COMMUNICATIVE AND PRAGMATIC MEANING

Abstract

The paper contains the study of utterances with embedded modal particles. These utterances are studied from the perspective of cogitologic concept (one of the research areas of the cognitive character), according to which cogitology science gives multifaceted, multidimensional explanation of the knowledge embodied in the language, and knowledge designated and expressed by means of the language in communicative speech context. It is noted that any utterance is created by a thinking person who understands more or less objectively or subjectively a real ontological situation, assesses its content and describes their attitude to another person – a recipient. The definition to such concepts as "communicative unit", "pragmatic unit" is given as separate and complex units of meaning. Particular attention is paid to the modal particles, which are interconnected and depend on the conceptual and cognitive framework of utterances. It is shown that the particles fall directly into the sphere of communication and pragmatics because their interactive meaning is reduced to indication of presupposition and all sorts of background components, and their main purpose is primarily to achieve a particular communicative effect. The communicative significance of the particles has been specified, as well as their important function which they perform in the construction of utterances; and that defines their important role in the process of language acquisition. The results allow making the conclusion that the modal particles mark the ways to present designated real-ontological situation, so they should be studies in the communicative-pragmatic perspective, in other words, it is important to identify their illocutionary load within the subject-predicate speech units, or statements-sentences. According to the results of the study it has been found that modal particles play a leading role both in terms of implementation by a speaker of different intentional settings within the statements (give a certain communicative-pragmatic perspective), and in terms of adequate understanding of the content of the utterance by a listener and the influence they receive from the speaker during the act of controlled interaction.

THE CONCEPT OF SOCIAL CONFLICT: SOCIO-ENERGY APPROACH

Abstract

This paper examines the possibility of presenting social conflict and some of its features by means of mathematics in terms of socio-energy approach.

This research is extremely important today in connection with the need to create a prognostic device for such phenomena.

Methodology of the article includes methods of mathematical modeling based on nonlinear dynamics, system approach and Wiener processes.

At the beginning of the article the author gives a brief classification of social conflicts, as well as describes the state of the science in this field of knowledge. There are four main types of conflicts classified in several types of their localization and rise conditions according to various persons and their groups.

The paper introduces the basics of socio-energy approach, its instruments and representation of the energy flow through the social system, including a graphical vector imaging. At the core of socio-energy approach there is a nonlinear dynamic model, as well as the elements of fractal geometry to describe intrastructural distributions in the society.

The author considers three main theories on classification of a social conflict: by Coser, Dahrendorf, and Boulding. Two aspects of social conflict are highlighted: they are static and dynamic.

As a result, the author gives certain generalized statements true for most types of social conflicts, as well as mathematically defined concept of social conflict. This description will facilitate further creation of a mathematical model of a social conflict based on stochastic differential equations. Such instrument is able to properly reveal specific basic processes and characteristics of ethnical and social conflicts, and conditions for their generation and localization.

THE QUESTION OF INTERACTION BETWEEN DISCOURSE AND GENRE (ON THE BASIS OF THE FOLK TALE DISCOURSE)

Abstract

In the framework of this paper the nature of the interaction between discourse and genre is explored, similar trends in the development of discourse and genre are identified, and genre as a significant attribute of discourse is characterized.

Modern approaches to the study of discourse are actively used by the Russian linguists to define the boundaries of the folk tale discourse and reveal its constitutive characteristics. Belonging to the sphere of the fictional discourse, the folk tale discourse cannot be fully identified with the fantastic discourse.

The comparative analysis of the concept of genre in the discursive and folklore research reveals a strong correlation between text genre characteristics and genre characteristics of discourse. It also removes the artificial opposition between discourse and folk genres on the basis of dynamics – statics. Regarding the English folk tale discourse, the most significant genre-distinctive parameter and constituent of fabulousness becomes the miracle/miraculous.

The English folk tale discourse has a field structure. Its core is formed by fairy, nursery, animal and other tales, the periphery is constituted by true stories, legends and traditions. The analysis of the genre, stylistic, semantic and structural features of the folk tale discourse allows formulating the definition of discourse. It is understood as a phenomenon of a higher order containing different genres of text works whose general characteristics are formed by the parameters of the genre-forming category of the discourse uniting them.

PROJECT SKILLS OF FOREIGN LANGUAGE TEACHER AS A PART OF METHODOLOGICAL (PEDAGOGICAL) COMPETENCE

Abstract

Conversion to 2-level higher education system in Russia and immersion of the new federal state educational standards demands defining of contents of professional training and more detailed description of its results. The main purpose of this article is to reveal characteristics of the notion “project skills of a teacher”, to describe the position of those skills within methodological competence of foreign language teacher (FL-teacher), to make links between project skills and levels of methodological competence. The author shows the value of methodological competence in FL-teacher’s activity, its structure; states the place of project skills (project subcompetence), reveals the links with other subcompetences within methodological (pedagogical) competence, suggesting a model of the latter. She also specifies the contents of project skills, correlates the list of those skills with the level of methodological competence. Levels of methodological competence suggested by the author, i.e. basic, technological and scientific-methodological, reveal which project skills are formed, partially formed or not formed according to these levels. The author gives a detailed list of project skills put in some groups: analytical, anticipating, organizing, methodological (skills of choice), planning and others. The results of this research can be applied to further developing of professional training standards and to FL-teachers’ evaluation process.

POPULAR SCIENTIFIC TV PROGRAMS ON THE AIR OF PUBLIC TELEVISION OF RUSSIA

Abstract

The paper considers the importance of popular scientific TV programs actualization, their place in broadcasting conception of TV channels. The author analyzed the discussions on the necessity of public television in Russia, as well on its content and the form of its work. The paper presents the main requirements of western and native TV theorists to the organizational structure, editorial policy, TV content of public TV channels in the whole and the Public Television of Russia in particular. The author considered the main appraisals and wishes of native media-critics at the initial working stage of Public TV of Russia, and the wishes to the air content; and characterized the necessity of informative broadcasting on air of public TV and the forms of its implementation.  The paper reveals the importance of performing cultural and educational functions of journalism on TV in the whole and on public TV channel, and presents the results of study of the “Public TV of Russia” channel air concerning the general amount of informative programs and popular scientific information. The author gives the characteristic of the informative programs on the air according to the following criteria: time, periodicity of going on the air, their running time comparing with the general amount of daily and weekly broadcasting stated in share of popular scientific broadcasting. The author describes the format-generating characteristics of popular scientific TV program “Technopark” and presents the results of analysis of “Technopark” program issues from the point of view of its format defining within the frames of study of TV program issues. The author withdraws the results of the program content analysis with respect to the scientific information disclosure and evaluates the whole amount of popular scientific programs and the methods of scientific subject-matter disclosure on the air of “Public television of Russia” TV channel.

ABOUT AUTHENTICATION METHOD OF CONTEMPORARY NEWSPAPER TEXTS

Abstract

The paper considers authentication as a phenomenon of a modern mediatext. Authorization is understood as a conscious or unconscious expression in the text of the position and personality of its creator, which is detectable through analysis of specific linguistic means, communicative strategies and tactics of the text composition. It is important that a journalistic text is always interpreted by the audience as an expression of the author’s ethical position, their knowledge and understanding of life even though they never use direct reference to their point of view. The degree of the author’s characteristics manifestation is strictly regulated by the requirements to the design and style in the texts produced in different public spheres. For a journalistic text, authentication is one of the most notable features. Today, authentication in social and political journalism is aimed at the author’s specific images; the most popular is the image of a journalist who can comprehend and evaluate their own reality, showing their ideological position and personality through speech freedom and the desire to move away from standard newspaper and journalistic style. Specific verbal structures used by the journalists to represent themselves in the text and create a recognized form of the narration subject are studied in the paper. The most noticeable authentication is carried out by means of so called meta-text inclusions of different types. The author’s meta-text inclusions are used in the text of all newspaper genres, except those in which the journalists adheres factual way to convey events.

STRUCTURAL - SEMANTIC ANALYSIS OF THE SONGLIKE POEMS BY О.G. MITIAEV TRANSLATED FROM RUSSIAN INTO GERMAN

Abstract

The paper covers the study of songlike poems written by O.G. Mitiaev, one of the most outstanding representatives of the guitar song, and translated from Russian into German by the internationally known German Slavist K. Wolf, from the perspective of comparative analysis method.

The relevance of this paper is caused by the growing interest in European countries, and namely in Germany, for guitar songs, or, as they define it, the songs composed by a singer poet. The authors found out that the migration of Russian Germans in the 1990es caused the creation and wide spreading of guitar songs in that country. Apparently, it is caused by the fact that Russian and German languages act as their mother tongue for the authors. The creation of poems in Russian became not only the basis for creation of similar poems in German, but mostly for their translation, because, according to some authors’ opinion, it is not always possible to write original lyrics in German. This cultural layer was given a definition of “Lagerfeuerromantik”.

This paper analyzed the structural and semantic translation peculiarities of songs of this genre on the example of poems “It is so Cool” and “Chimney Smoke”. Basing on the analysis, the authors revealed such translation transformations as lexical substitution, concretization, transliteration and omission. The violation of typical grammatical structures of German sentences, which indicates the presence of informal style, as well as the use of nonce words, dialectisms and extended metaphors while translating, is of great interest.

The study confirmed the thesis suggested by the authors that while translating the guitar songs the traditional methods of translation are used, as well as the new forms of poetic strophes retaining the original semantics are created.

HISTORICALLY CONDITIONED TYPOLOGY OF NATIONALISM ON THE EXAMPLE OF CLASSIFICATION OF EASTERN AND WESTERN NATIONALISM

Abstract

The phenomenon of nationalism is highly complex; therefore there is no single typology of nationalisms and it can not exist. This article examines one of the most replicable typologies developed by an American researcher Hans Kohn. The article presents a critical assessment of the proposed by Hans Kohn division of nationalism into Western and Eastern. Such a dichotomy is still used by some scientists following the constructivist approach. Nationalism, in broad sense, is understood in this article after Hans Kohn as a special state of mind when an individual exhibits a high degree of loyalty towards the government. In addition to the original theory of Hans Kohn, the article discusses the theories of German scientist Ergbert Yan and British researcher John Plamenatz. The author of the article reveals the reasons for the origin and popularity of the typology proposed by Hans Kohn in the academic field and everyday discourse. It focuses on the historical development of the classification and the associated changes introduced by the semantic content of Hans Kohn’s concepts. In particular, Western nationalism started to be called "civil", while the Eastern - "ethnic." Also in the article, the author highlights the essential reasons for the refusal by many modern researchers from the division of nationalism into Western and Eastern, and introduces criticism of the typology proposed by Hans Kohn. The article discusses the trend of rejecting the use of typology in explaining the phenomena of the nation and nationalism. However, in everyday life, the classifications remain popular.

PROTOTYPICAL STRUCTURE FOR DOUBT EXPLICATION IN THE CONTEMPORARY ENGLISH LANGUAGE

Abstract

The importance of the current research is determined by the interest of contemporary linguistics in human’s inner world, and by researchers’ attention to correlation between language forms and structures of knowledge. These factors define the significance of doubt situation study within cognitive-discursive paradigm of linguistic knowledge that allows studying language as a unique source of information about the process of world perception and its results. This research paper analyzes doubt categorization on the level of prototypical structure that combines all possible ways of doubt explication. This research considers the prototypical structure as a structure that nominates prototypical situation in the best way and exists in speaker’s mind as a complete form for its expression. The author has analyzed theoretical researches in the sphere of cognitive grammar, prototype theory and conception of modus-dictum sentence division. Besides, in order to reveal prototypical structure for doubt explication we have applied the research results of cognitive model of uncertainty lexico-semantic field in the English language, and the identified features of doubt prototypical situation. The results of the research enable us to confirm that the structure I doubt (that) + Indefinite Tenses / Perfect Tenses is prototypical and represents doubt prototypical situation. In this structure some components of doubt are expressed explicitly (subject of doubt, epistemic state of doubt, mental object), the others – implicitly (cause of doubt, mental alternative). The results of this research are valuable because they allow us to explain the doubt explication variety in speech (lexical, grammatical and syntactical means) in consequence of deviation from prototypical construction by particular components.

PECULIARITIES OF THE ENGLISH LANGUAGE TRAINING AT A HIGHER SCHOOL IN MODERN CONDITIONS

Abstract

An important problem of modern higher vocational education is the increasing role of a foreign language in education of bachelors, especially in the formation of the competencies provided for the FSES. The quality and level of higher education depends on the quality of language education. The author draws attention to the need to review the current objectives, methods and technologies of teaching, methods of teaching foreign languages, especially English.

The paper studies the peculiarities of the language training of the higher school students in the conditions of educational reform in terms of competency-based approach, indicates significant professional competencies of any graduate who in their working activity and employment are using professional foreign language.

The paper specifies difficulties and problems that arise in practical work of teachers in teaching language. The research raises the question of the necessity to form the linguistic education policy of the university and early professional development in language training that are inextricably connected with the used teaching materials, the level of teachers’ skills, and the implemented training technologies. The author emphasizes the role and importance of special texts in such training. This refers to integration of several disciplines (English and the subject on a specialty), establishment of interdisciplinary connections and the integration of different types of educational activities.

All these will improve the quality of foreign language training at a required level, facilitate the popularity of the university providing such training among applicants.

THE PROBLEMS IN THE PROCESS OF TEACHINNG A FOREIGN LANGUAGE TO THE STUDENTS OF A NON-LINGUIST SPECIALITIES

Abstract

The importance of the issue selected for the research is related to the process of teaching English to the students of non-linguistic specialties. Nowadays it is very important for specialists in different spheres to know the English language for their work as in today's world English is the global international language. The aim of the investigation is the analysis of the factors on which depends the successful studying of the English language by the students for whom English is not their specialty. The paper describes the main factors which influence teaching English: motivation, ability to work independently, age and psychological characteristics of students, students' creative abilities, and effectiveness of teaching methods. There is a proposal how to increase the motivation of students in studying English; the paper analyses the effectiveness of students’ independent work. There are also given data of the process which show the change of mental functions that affect the process of learning, depending on the age of students. The paper gives a brief description of the experiment «Language training of students-bachelors on the level of professional communication» which is based on deep study of the English language by the students of non-linguistic specialties. There is given two year analysis of the experience with the revealed problems that faced teachers and students. According to the results of the research it was found that teaching a foreign language to students of non-linguistic specialties in higher school must be supplemented with teaching manuals containing specific tasks that contribute to successful language acquisition. The results of the analysis of the factors that influence learning a foreign language, the decision of appeared problems should become a promising direction for the further study of the raised issues and the successful realization of goals and objectives in teaching the English language to students of non-linguistic specialties.

A MODEL FOR ASSESSING QUALITY OF INFORMATIONAL AND EDUCATIONAL SYSTEM FOR SELF-LEARNING ORGANIZATIONS

Abstract

Corporate training is a tool to achieve short-term and long-term goals of the organization; it is viewed through the prism of the general development strategy. Implementation of corporate training at the organization ranges from one training specialist to creation of its own corporate university. Anyway, the ultimate goal is considered as the formation of a self-learning organization.

The authors explain the choice of instruments for corporate training which appears to be a mechanism for management of the employees’ new knowledge formation in a self-learning organization that is characterized by a group-project activity related to implementation and promotion of innovative ideas.

The paper outlines the peculiarities of corporate training at the self-learning organization and explains the choice of quality indicators that are typical for the processes of corporate training as a part of informational and educational system as a whole.

The authors reveal the concept of a self-learning organization and its features; suggest forming a knowledge-center of informational and educational system of the self-learning organization to control its positive dynamics. The knowledge-center of the informational and educational system is viewed by the authors as a set of distinctive competence, professional expertise, social competence and special competence of employees of a self-learning organization.

A special feature presented in the paper is the author's model for assessing the quality of corporate training of the company employees by monitoring the controlled parameters of the informational and educational system core effectiveness.

The paper assesses the contents of corporate training. The model contains eleven well-grounded quality indicators, each of which, in its turn, is an integral indicator. The novelty of the proposed solutions is that the quality issues of the knowledge transfer are discussed in the educational environment for the first time. Moreover, new are the methods for evaluation of the quality parameters arranged according to the robust design approach, widely used overseas for evaluating quality indicators in the management systems.

Abstract

The paper presents theoretical analysis of a problem of education quality in the system of teachers’ additional vocational education, and considers methodological approaches to research of the essence and contents of this phenomenon. The area of teachers’ additional vocational education (training and retraining), representing one of the most important levels of education, is the institutional tool that allows realizing the needs of the teaching staff individual in the formation of competence to perform their professional functions in modern society with a focus on the future development of education sector. The research related to evaluation of the quality of education, development and implementation of mechanisms to ensure comprehensive monitoring of the effectiveness and success of professional and pedagogical activities for prompt adjustment of the educational development in the system of additional vocational training in the conditions of modern socio-cultural realities is a priority, and is consistent with the leading trends of the social relationship. Analytical survey presented by definitional interpretations given by the researchers of the quality assessment in education allows speaking about its versatility and systematic nature, the necessity to take into account peculiarities of educational environment and activity of its subjects, influence of external factors as well as inner potential of an educational organization.

Emphasis on considering the concept of "quality education", taking into account procedural and productive characteristics of the educational activities and the need for the organization of the management quality of education in its structural elements represented by the terms of the organization of educational activities, the implementation of additional professional programs and the results of their development. The emphasis is placed on consideration of the concept "education quality" regarding procedural and productive characteristics of the educational activity and the necessity of the organization to work on quality management of education in its structural elements presented by the conditions of the educational activity organization, implementation of additional vocational training programs and their outcomes. Education quality control as a component of quality management provides an assessment of structural elements of quality of education and is carried out systemically at all hierarchical levels of management of the educational organization. In the functional aspect, quality control of additional vocational education allows to cover all aspects of educational process, to define efficiency of implementation of the accepted model of professional development and professional retraining of teachers, to direct the organizational and pedagogical vector of additional vocational training system to ensure the compliance of all its constituent subjects to qualifying standards.

Formation of professional educational culture of future teachers-musicians is one of the most important task of the modern music education. Nowadays, the competitive resource of teacher’s activity is not only special knowledge but also the professional educational culture providing his personality development. The level of professional educational culture influences the successful professional activity of a specialist, his competitiveness and professionalism. The study of the issue of formation of future teachers-musicians professional educational culture is caused by the modern requirements for teachers-musicians professional training and the demand of society for specialists with high level of professional educational culture. The study of modern state of this issue showed the necessity of determination and justification of educational conditions directed to the formation of professional educational culture of a future teacher-musician. This paper highlights the complex of educational conditions for the formation of professional educational culture of future teachers-musicians, which includes: the design of high school creative educational environment basing on the integration of its structural content-related components; the integration of psychology-educational and specific musical training of students for the future profession; the introduction of “Professional educational culture of a teacher-musician” special course to the educational process, which provides the application of specially developed complex of educational materials; the use of active forms and methods while implementing the process of formation of professional educational culture of future teachers-musicians. When choosing educational conditions, the author took into account the specificity of professional activity of future teachers-musicians. The conditions selected are immediately interconnected between each other. The author considers the notions of “condition”, “educational conditions”, gives the detailed characteristic of each condition and describes each condition peculiarities. The successful implementation of suggested educational conditions is the important factor for the specialists’ high-quality training directed to the formation of professional educational culture of the students.

FLEXIBILITY OF 10-12 YEARS-OLD WUSHU ATHLETES OF DIFFERENT QUALIFICATIONS

Abstract

This paper covers the issues of pedagogical management of Wushu sportsmen training process, methods of development and control of sportsmen flexibility, as well as the peculiarities of flexibility development with the 10-12 years-old Wushu sportsmen of different qualification. The importance of wushu athletes flexibility development is explained not only by the fact that it provides the ability to perform techniques (exercises) specific for this sport, but also by the fact that Wushu athletes flexibility is the base for other physical qualities and is the basis for their successful development. The paper considered the main means and methods for Wushu sportsmen flexibility development, defined the exercise sets directed to the improvement of special flexibility level with the 10-12 years-old Wushu athletes, studied the dynamics of development of special flexibility in the main joints depending on the qualification of the 10-12 years-old Wushu athletes, and revealed the interrelation between the flexibility in various joints. The author used the cross-section method and the correlation data analysis as the research methods.

The research results reflect positive dynamics of 10-12 years-old Wushu athletes flexibility indicators in qualification aspect, that is to say, the higher is the sportsmen qualification, the better is the flexibility degree in all joints. Using the correlation analysis, the authors revealed the interrelation between the flexibility in different joints: high degree – hip joint (all types of splits), middle degree – back flexion (bents) and flexion and extension of leg in hip joints (forward splits).

This research proves the thesis about the development of methods and instructional techniques for special flexibility development in order to improve the results of Wushu athletes at the level of high performance sport.

WORKBOOK AS A MEANS OF PROFESSIONAL RELIABILITY FORMATION OF A PERSON

Abstract

The paper considers the issue of importance to form professional reliability of a person as a future specialist at the classes on physical education. To secure professional reliability of a person is one of the main objectives in labour psychology which becomes the most important in the professions related to the increased requirements to a person, high cost of the error, responsibility, extreme conditions, health and life risk. The authors define professional reliability of a person as an integrative feature of an individual possessing certain characteristics. One of the modern trends to ensure reliability of the professional identity is linked to the development of health programs, which are based on the organization of living and working space.

A theoretical analysis of regulatory documents and applied research of professional activity of graduates allow the authors to develop and implement a workbook into educational process as a means of self-formation of the individual’s professional reliability. It includes a set of tests, evaluation tests, health monitoring which allows the students to analyze changes in the body, both physical and mental performance, and is aimed to explore and assess the performance of professionally important personal qualities of the students. The designed workbook for students’ self-control also contains information and recommendations on implementation of the healthy lifestyle principles in order to improve and maintain health. Fixing one’s health data, physical fitness and development, the student can analyze the changes in the physical and psychological state of the organism. Based on these indicators and recommendations one can objectively assess the level of one’s health to take measures in advance to restore the body after work by means and methods of physical culture.

Regular analysis of the workbook generates the habit of self-control in students of senior courses and makes them more attentive to their health through development of their functional status and health of the body which, in its turn, contributes to creating a favorable functional background of future specialist’s life, forming the necessary qualities of professional reliability of the person in the chosen profession.

Abstract

In this pedagogical research the authors examine pedagogical conditions, methods and tools necessary for development and improvement of professionally important volitional qualities of the technical college students.

Understanding the importance of physical training for harmonious spiritual and developmental needs of the student’s personality caused the inclusion of the discipline "Physical Education" in the federal state educational standards of new generation for all specialties and areas of training as a mandatory.

Developing the educational program on discipline "Physical Education" for students of Komsomolsk-on-Amur State Technical University, the authors took into consideration FSES requirements to the educational result of the training as well-formed basic cultural and professional competences of technical specialties graduates.

In the course of study by means of questionnaires a group of strong-willed qualities was determined, which were recognized by the absolute majority of respondents. These include: independence, courage, self-discipline, determination, discipline, commitment, and the other.

To foster volitional qualities in the graduates the authors have created a model of a graduate – the future specialist of a technical specialization: target setting (goal of perfection stages); educational problem-search environment (sports activity in physical education); informational and methodological support (the means and methods of physical training); criteria for determining the level of formation of professionally significant volitional qualities; components of volitional self-regulation with further capability and, consequently, the willingness of graduates to successful (productive) professional activity.

Abstract

Knowledge intellectualization is one of the components of modern economic development of the country and the main task of the educational system in the whole. The essence of the expected results is reflected in the positive dynamics of new knowledge volume and creation of high-tech educational environment, where the risks of low-quality learning results are minimal. This aspect contributes to the development of new educational systems management tools in their application interpretation. The ability to use the expert systems for quality of training evaluation is one of the highlights of knowledge intellectualization. It is an understudied and not widely interpreted line of ​​applied research. The authors consider the new ideas of designing and development of intelligent automated teaching and control systems which allow practical implementation of new educational technologies and means of educational communications, for example, E-learning technologies.

Basing on the new theory of systems formalization based on the use of algebraic methods, the authors formulated and proved the principles of expert training systems improvement, and considered the requirements for the intelligent automated system of evaluation of knowledge control results. New methods considered in this paper are the further development of the conclusions of famous scientists: A.I. Maltsev – in the algebraic systems theory, A.G. Kurosh – in the theory of groups, and Y.L. Yershov – in the theory of serving embeddings.

The authors suggest using an algorithm for building up the knowledge base and mathematical model of the exam, which can be classified by dimensionality formats: 1D, 2D, 3D, ..., nD.

The purpose of the research paper is the familiarization of wide audience with the new methodology of training and control of generated knowledge on the base of instrument of expert technologies and algebraic methods allowing considering the learned material quality characteristics.

Abstract

Analysis of ongoing economic transformation in the country shows that the government policy is aimed at strengthening of economic security and quality of life of the population. However in light of the economic sanctions, it should be stated that education system serves as the basis for dynamic economic growth and social development. It facilitates knowledge intellectualization, formation of human resources for the high-tech sector of the economy, establishment of self-learning organizations where the main principle is to form knowledge based capital. With this, the learning process appears to be integration in the innovators teamwork context. The collective nature of the professional activity requires re-thinking of the value system of resource support for joint work, new evaluation of the intellectual potential of each specialist and its contribution to the formation of the personal integrity of the self-learning organization which is linked to the inter-transfer relations, knowledge integration and professional reflection. The paper describes psychological and educational features of forming the corporate training process. The authors study acmeological, andragogical, team, and reflexive approaches to the designing of the learning content in adapting mature personnel to the requirements of the external environment. They analyze the works of famous scientists in pedagogy, and form the authors’ attitude to the value of collective action processes and professional aptitude of the self-learning organization’s employees. Corporate training is viewed as a management tool used for fast professional adaptation of the company’s employees to the changing conditions which require great intellectual efforts of a personal nature with a minimum of material and financial resources involved. Psychological criteria of the corporate training efficiency can be represented through the parameters of quality of education expressed by satisfaction with the learning process and achievement of the planned goals. The indicator that proves the acquisition of a new value system by the company is the calculated indicator of the new knowledge gain reflected in the increasing willingness of a person to innovate and transfer their own knowledge.

SUBSTANTIATION OF CONTROLLED PARAMETERS IN QUALITY OF INFORMATION-EDUCATIONAL SYSTEM AND MONITORING OF THEM

Abstract

Monitoring of the controlled parameters allows the owner of the management process of the information-educational system currency to identify, in a timely manner, existing deviations and take corrective actions to reduce the risk in performance quality. Firstly, why constant updating of the information-educational system is so important? Secondly, what is meant by information-educational system, and what quality indicators can describe it as effective and efficient? The paper has revealed one of the educational management approaches to the performance quality of information-educational system in the self-learning organizations.

The information-educational system is viewed as a complex dynamic structure, hierarchically associated with various informational components and causal relationships, and interacting with a variety of internal and external components. Note that its main meaning is contained in the available content which should be adapted to the requirements of the environment. Therefore, updating of the information-educational system content can be monitored only through reference points which should be subject to control and monitoring. Hence we make the conclusion about the necessity to assess the quality of content for the complex dynamic system through identification of its reference points and substantiation of parameters of their variation.

The paper suggests using a robust approach to identify the cost of quality of the information-educational system performance by introducing the concept of quality loss function. This approach includes methods of planning the experiment and is a fundamentally new tool to assess the opportunity for improving quality while reducing the cost of its assurance.

The author has introduced the concept of robustness in relation to educational systems, describes the stages of designing information-educational system, and presents a model of robust design of its contents.
